I reckon another reason for the USA's perpetually warring state is an internal business plan for those involved with the military. Understanding supply and demand, and given that the government owns the military, they can create demand for their own supply by forever engaging in war, thus ensuring their income. Moreover, I see the proxy war in Ukraine as a testbed for the USA to trial their weapons. As a side note, in law, if you aid and abet a criminal, you're also liable for the crime, as you're supporting the actions, therefore if a country provides for another warring country, they are defacto at war with the opposing country, making us all at war with Russia, despite the official parlance being reticent to admit it.
